Why do women blame teenagers for having sex with grown men?

I was just having a conversation with a coworker about the Morgan Freeman situation. For people that do not know. Morgan is dating his 27 year old step granddaughter. He was dating her when she was 17 and he was married to her grandmother. I actually heard that he was messing with the girl before she was 17. Why would you blame a teenager and not the man?
